JULY

The meeting opened with Chairman Larson's report. He informed the membership that the contract was signed and raises will go into effect July 01, 2008. Any earned back pay should be distributed no later than September 01, 2008 unless the carrier gets an approved extension. For the entry-level pay rates, the carrier has 180 days to negotiate; after that, it must go to arbitration. He also informed us that the new tie-up systems "CMTS" will be replacing "TCS" as of August 01, 2008. Training for this new system will start July 22, 2008. Training will be done by Local Chairman Larson, as well as Vice President Moose. The carrier will also be sending trainers to all tie-up locations to assist with this transition. Classes will be held for union members in suburban service who have not tied up on freight in the last year. There will be no more tying-up using paper slips. To attend these classes, members will be scheduled and they must put themselves in "OS" status, claim lost earnings or basic day, and claim auto expenses if applicable. He further informed us that the Rule G's are high - you know the rules; lay off if you have to. At this time, guest speaker Mr. Bob Tinsley spoke once again of the Whistle Blower Law. He wanted everyone to know that it must be claimed within 180 days from the investigation. He also spoke of the summer weather and the importance of drinking plenty of liquids, working safe and following the rules. We then had an open discussion about the pay raises that have already gone into effect. Mistakes are being made by time keeping. We are aware of them. They are being changed. For those that mistakes have affected, you must file an Equal PE claim for the difference in pay. Open discussion continued. We once again discussed the JQ function in the yard and also the attendance policy and how the company has interpreted it’s meaning. Legislative Rep. Blomgren then presented his report in which he once again stated that we are number one in the UTU/PAC Fund. He then read a letter from former UTU President Al Chesser who at age 94, wanted to make sure that everyone in the union knows that in the upcoming Presidential Election there is only one thing they should vote for; and that is their paychecks. This would mean a vote in November for the only union friendly candidate, Senator Barack Obama. President McNamara then read a letter from Senator Barack Obama in which he thanked the UTU for his endorsement and he also pledged to do what he can if elected President to keep our union strong and viable. Under Safety First, trees are once again blocking the signals at the Mississippi Bridge and Quarry Road.

JUNE

The meeting opened with Treasurer Wrobel's report stating that we had 423 members in April 2008. Local Chairman Larson then gave his report in which he stated that yard claims dealing with the JQ function are over 1500; of that over 800 have been appealed and 100 have been through the general committee. All members in the yard should feel free to submit the 8-hour time slip when no meal period is allowed or taken. The ballots for the contract that have been sent out must be submitted by June 9, 2008. He then read a letter from International President Mike Futhey regarding the merger with the Sheet Metal Worker's Union. The highlights dealt with three issues: the first being the preservation of craft autonomy, the second being the financial status of the U.T.U., and thirdly keeping our constitution intact after the merger. We were misled on these three key issues at the time of the first vote. What the current injunction seeks is clarification of these issues and a second vote by all members of the U.T.U. On hearing tests (audit), it seems letters have been sent to senior employees requiring them to have hearing tests through the company doctor. No where has it been explained to us how our members have to make themselves available, how they will be reimbursed for lost time, pool service, and mileage when applicable. Do the hearing tests affect hours of service? Does the statute of limitations start at test time? All must be addressed. Legislative Representative Blomgren then gave us his report stating that we are still number one in the U.T.U./P.A.C. Fund and that bill 5159 passed the Senate and now must go back to the House for a vote which will happen in the Fall. We then had an open discussion once again concerning the JQ function for meal periods in yard service. It was brought up that the JQ function has been in effect since 1992 and was transferred after the merger in 1995. It was asked what the Locals goal is in putting in all of these claims. Local Chairman Larson then stated that it is the Union's belief and policy that since all members are part of a collective bargaining group, they should not have the right to negotiate their own meal periods and/or pay as individuals. Also, it is the U.T.U.'s belief that we could get greater compensation than the current 45 minute JQ function allows. Under Safety First, bad footing at West Chicago Mains and also at Turner crew change points.

MAY

The meeting opened with Treasurer Wrobel's report stating that we had 414 members in March 2008. Guest Speakers Mr. Jim Farina and Mr. Gary Babiarz of the Hoey & Farina Law Group were introduced. They spoke of the new Whistleblower Law and how it is being tested for the first time through OSHA in a case dealing with N.S. Railroad and a derailment of an engine with the long nose forward. The conductor was fired for reporting his injuries. They will keep us informed. Chairman Larson then gave his report in which he spoke of the Tri-State Rail Conference that will be held May 17, 2008. All members are invited. He also informed us that on Friday, June 13, 2008 there would be a retirement conference. All pertinent information will be posted and will be given to all members that this applies to. He also spoke briefly on the contract. In short, packets will be sent out this month for all members to consider and vote on. If the contract is finalized, back pay will then be distributed and pay raises will be established. It seems the Union Pacific Railroad plans to move the Clinton Yard Office further west but has not yet informed the Union. When this happens, discussions concerning rules on the pool turns, the extra board, trip rates, etc. etc. will all have to be discussed. Legislative Rep. Blomgren then gave his report in which he requested that all members contact their State Representatives on Bill 5159 concerning railroad police and their powers. He also informed us that we are still number one in the UTU/PAC Fund. At this time, a drawing was held amongst Gold Club Members for an all expenses paid trip to this year’s regional meeting being held in Nashville, Tennessee. The winner was Cesar Damien. First runner up was Kim Taylor. Second runner up was Larry Sipp. Third runner up was Jason Merren. Under Safety First, the retarders at the Proviso Hump Yard, especially the 46-2 an the 17, have reported electrical shorts causing them to be intermittent and the 46 switch has a bad ground which has caused fires. At East 5, the shanty has a water leak, which is destroying one of the brick walls, and the South side siding switch at Rochelle has a light burnt out.

APRIL

The meeting opened with Mr. Bob Tinsley of the Jaeger Law Group speaking about the new Whistle Blower Law. He informed us that his firm, especially Mr. Robert Jungbauer, helped to get this law passed. He informed us that the carriers are already changing their tactics because now they can be held responsible for their actions. Then Mr. Gary Babiarz of the Hoey & Farina Law Group informed us that the new law could also be enforced concurrent with the existing legal avenues. But more importantly once again, you must protect yourself when injured or involved in an incident. Do not rush back to work and if at all possible, plan ahead to always have a backup such as can insurance, mortgage insurance, credit card protection etc. because we never really know if and when we will be hurt, charged with rules infractions and/or singled out by the carrier causing loss of income. Treasurer Wrobel then gave us his report stating that we had 432 members in February. Then Local Chairman Larsen gave his report in which he discussed a meeting he had with Mr. D. Cook and Mr. B. Thayer having to do with the attendance policies specifically used locally and guidelines on which they will be enforced for CFT, EA1 and NE2. He also recommended that if you have plans and need advance layoffs contact Mr. D. Cook. From this point on, we had a lengthy discussion concerning the recently posted memorandum agreement dealing with forced assignments for engine service. This memorandum, which was drafted in 2004, was approved unanimously by the five local chairmen of the seniority districts that it pertains to. This is a local amendment on the national agreement. In our discussion we talked about the constitution; specifically articles 79 and 80. We also discussed the 1971 Manning Agreement, which dictates the rate of pay for firemen (members training to be engineers). We then talked about the system that is in place for Locals to make suggestions to the International on what they would like to see added to the contract when negotiations are taking place with the carrier. Key points of interest that must be emphasized: There will be a tentative national agreement "Q & A" meeting on Saturday, April 26, 2008 at 10:00am at the American Legion Post 974 located at 9757 Pacific Avenue in Franklin Park, Illinois. Guest Speakers will be UTU General Chairman, Mr. Mike Reedy and UTU International Vice President John Babler. All members are welcome to attend. There will once again be a drawing for a member and a significant other to attend the regional meeting in Nashville, Tennessee. To qualify you must be a Gold Member in the UTU/PAC Fund. If you are not a Gold Member, contact Legislative Representative R. Blomgren. And finally, to all members who received UP shares, they expire April 30, 2008. You must decide if you wish to purchase them.

MARCH

The meeting opened with guest speaker Mr. Allen Fisher of the Hoey & Farina Law Group addressing the membership. He informed us that Congress passed in August of 2007 "Whistle Blower Protection". Claims against the Carrier for retaliation may be reported up to 180 days to O.S.H.A. who in turn has 210 days to respond. If O.S.H.A. does not respond, the member may file a lawsuit. The law is now being tested for the first time by the Hoey & Farina Law Group. So far O.S.H.A. has responded. We will keep membership updated. Treasurer Wrobel then gave his report stating we had 419 members in January. Local Chairman Larson then gave his report in which he stated that February was a light month. The investigations he did have were concerning attendance. He then read Circular Number One which stated that the Carrier is going to begin mandatory hearing tests. The Carrier will be required to pay lost time for testing. He also informed us that the 2008 Regional Meeting this year will be held in Nashville, Tennessee some time in August. He also told us that the TCS tie up system is going to be converted to a CMTS program. All employees will be trained at their designated tie up locations some time in the near future. Guest Speakers John Burner and Charles Armbruster of the Lakin Law Firm introduced themselves to the membership and gave an extensive presentation concerning surveillance. They showed us just how far the Carrier will go in an injury case to fabricate doubt of the member's injuries and how easily one can be photographed/filmed. Local Chairman Larson informed us at this time that the Tri-State Railroad Conference will be held in Franklin Park on April 26th and that he will attend. It was decided by the membership that the $300.00 fee would be approved. Safety Captain Larry Sipp then gave us his report in which he spoke about the Blue Flag Violations at Cal Avenue. It was also discussed that freight trains should call out on the radio to find out where Scoots are on the main lines and not vice-versa. We then had an open discussion concerning vacated vacation weeks. It was decided that they would be handled on a bid basis. The details will be worked out by VP Dean Moose and the membership then notified. Under Safety First, membership was informed that there are not enough cars on Metra trains causing standing room only during peak times. Also the retarders at the hump at Proviso are not being maintained and are continually breaking down but are still being used unsafely even though they are not at "100%".

FEBRUARY

The meeting opened with Local Chairman Larson's report. He spoke about the January meetings he attended which included a meeting with Gene Wagondorf concerning a five day work week for all jobs in commuter operations. He was receptive to the idea, but added that in order to change all the jobs, the extra board would have to be moved from "Chicago Passenger Terminal" to "Elburn". Local Chairman Larson stated that he will not move this board and if it were to happen it would be up to the General Chairman. Local Chairman Larson also had a meeting at Metra concerning the "Senior Free Ride Program". Metra wanted input from the local union officers on how Metra should implement the program. It seems officers have instructed Metra that train crews are only allowed to carry two types of tickets and that carrying a third ticket would be a violation of the contract agreement between the Union and Metra. Local Chairman Larson also read a piece of communication concerning the SMART Merger in which the court restraining order is being suspended until May. He also spoke about the tentative contract agreement between the UTU and the National Carriers Conference Committee. He said it was not clear if the new hires would go up to a 100 percent. He mentioned that the health/welfare portion of the contract would be capped at $200.00 per month and that we would get a 17 percent wage increase over the life of the contract. Local Chairman Larson also had a copy of the 2002 national agreement on automatic markups between the UTU and the Union Pacific Railroad. He said qualifying road men must receive ten hours of undisturbed rest upon tie up per agreement. Local Chairman Larson will be attending a conference concerning the Tri-State Regional Committee. Local Chairman Larson closed his report by saying we need to be more careful out there and continue to be professional. At this time President Pat McNamara suspended the normal order of business. Safety Captain Larry Sipp gave a brief report concerning safety issues on the property. He stated that MTO's in commuter operations were improperly testing freight crews concerning having to carry the commuter operation profile which freight crews are not required to have. He also spoke about the Union's involvement or lack thereof in the training programs. He closed his report with his opinion that more training is needed at Cal-Ave and that we need to do a better job on "second looks" especially on curves.

JANUARY

The meeting opened with a moment of silence for Conductor John Deutsch.

Guest Speaker Mr. Bob Tinsley of the Yaeger Law Group spoke to us about complacency at work. It is one thing just to work safely; more importantly we must concentrate on being safe. If you do get hurt, be sure to contact legal counsel and/or any officer of Local 577 before completing accident reports. As always, these reports will be the basis of all findings on procedures throughout the investigation. Treasurer Wrobel then gave his report that we had 443 members in November. Local Chairman Larson then gave his report, in which he highlighted for the membership circular letter number eight from General Chairman Michael J. Reedy. He emphasized n the following: There was a cost of living increase of sixteen cents per hour, national contract negotiations will resume January 22, 2008, automobile mileage has increased to fifty and a half cents, tier one has risen in 2008 to 102,0000, tier two has risen in 2008 to 75,900, and in addition the employee health and welfare contribution will increase to $170.44 per month. All raises, adjustments, etc are effective January 01, 2008. He also informed us that the UTU is still backing Senator Hillary Clinton in her Presidential Bid. He also wished to inform us that the guarantees are still wrong. Put claims in using the = PE format. President McNamara then read some information to us off the UTU national website concerning the merger and the discrepancies that have emerged check the utu website at UTU.org for more info. Legislative Representative Blomgren then gave his reported in which he stated that we are still number one in the UTU/PAC Fund. He also once again spoke about getting everyone involved in the Rapid Response Program. We then dismissed normal order of business to discuss the job assignment crew sheets for those in commuter/suburban service. It was decided after lengthy discussion that Local Chairman Larson will contact the Carrier to see if they are willing to work with us, the Union and its Representatives, to update job assignments. If so, it was recommended by all those present that a committee be formed by members of Local 577 to work up a proposal for the Carrier's review and consideration. We then had an open discussion in which it was acknowledged that at your home terminal you are allowed ten hours UNDISTURBED rest. This is per National agreements, not Local, not Union Pacific. We also then discussed the manipulation of front times by local members. If you see anyone doing it and can prove it, feel free to call Union officer and inform them accordingly. Also, you may contact any Union officer for help in determining what kind of claims arise from this manipulation. Under Safety First, it seems we have crews changing out at Kedzie which we all know can be very dangerous. We are going to attempt to get the dispatchers to use Oak Park and/or River Forest. It seems that once again, local policy is contradicting Union Pacific Rules & Regulations - in this case he has to do with the procedures that must be followed when one has two integrity failures from detectors on their trains.We will investigate this and keep members informed.

DECEMBER

The meeting opened with Treasurer Wrobel's report stating that we had 425 members as of October 01, 2007. Chairman Larson then gave his report. He wanted everyone to know that the lights at Elburn are out. Everyone is aware of this. The problem is in the wiring of the facility. He also wanted all roadmen to know that the guarantees are still not correct and that they should check the website for the wording of claims on this issue. In Suburban Service, he wanted all to know the calling order that crew management should be following. It is as follows : XE81, XK80, Proviso Freight, Suburban on off day, Proviso Pool Junior up to Senior man. Legislative Rep Blomgren then gave his report stating that we are still Number One in the UTU/PAC Fund. He would also like everyone to register for the Rapid Response Program. He then read a letter which addressed the issue of injured brothers being held by the Carriers past twelve hours and being required to give statements before being allowed to leave. The CN Railroad was sited for this practice. If this affects you, do not be insubordinate and be aware that anything you say can be used against you. But you do not have to give information if you do not want to. President McNamara then read an article which talked about how the Chicago Graduate School used the UTU/PAC as a model of a political action committee that actually works and runs extremely well. We then had an open discussion dealing with Labor Relations, vacations which are due December 11th, family leave issues, and roadmen working on their rest voluntarily. The bulletin board in Clinton was okay-ed by all the union officers and Vice Local Chairman Beltz volunteered to take care of all the details. At the January 2008 meeting, all members of EA-1 should be aware that there will be an open discussion regarding the proposed changes to crew assignment sheets. We strongly urge all of you who are in EA-1 to contact or email local officers with your views if you will be unable to attend this meeting. Even though you may not be in Suburban Service now, it is your right to have a say in job assignments in that area. Under Safety First, it seems that though the snowplows are plowing the station platforms, they are not putting salt down when they are finished. Can anyone say skating has begun? Once again we urge all members to contact the Safety Hot-line with any and all safety issues. Being so close to the holiday, the January 02, 2008 meeting will be moved to January 09, 2008. NOVEMBER

The meeting opened with Treasurer Wrobel's report stating that we had 404 members in good standing. Guest Speaker Gary Babierz of Hoey and Farina then spoke about "weather" related accidents. Specifically in the winter months, if any member is involved in a trip, slip or fall due to weather related conditions, there must be an underlying cause to prove liability. In other words, the weather itself is not enough; nor is the railroad liable for injuries caused solely due to weather conditions. Be cautious and careful when work in hazardous weather conditions. Local Chairman Larson then gave his report. He touched on the same topics as usual; attendance once again was the main issue. Legislative Rep. Blomgren then gave his report. He wanted everyone to know that the Federal Transportation Safety Act passed in the House of Representatives. It will now be going to the Senate where it should meet some "roadblocks". Contact your Senators and advise them of how you wish them to vote. We are still Number One in the UTU/PAC Fund and he strongly suggests that everyone signs up for Rapid Response at the UTU.org website. We then had an open discussion in which the fact that the Carrier is still not training younger employees on the RCL Operations at Rochelle. CRO pay in the yard has once again changed inexplicably. It also seems that road-men are manipulating their front time in order to get better assignments. Obviously if this is you, you are on notice. We then swore in Legislative Rep. Blomgren and Vice Legislative Rep. Moose in to their respective offices for a new term. They were sworn in by Past President Brother Reppe. It was also reported that the lights in the Elburn Yard were burnt out and that it was pitch black on the leads, as well as the East and West ends of the yard. We ask once again that all members call the Safety Hotline with all their issues.

OCTOBER

Meeting opened with guest speaker Bob Tinsley of the Jaeger Law Group speaking about time limits on cumulative injuries per F.E.L.A.. The time limit is three years. These injuries include carpal tunnel, back injuries, foot injuries, etc.. Make sure you have supporting documentation from your doctor to show that these injuries are work related and that you make claims within this time period. Next guest speaker Frank VanBree of the Hoey and Farina Law Group spoke about rules compliance on foreign railroads. It is important to note that rules and fractions on foreign railroads are just as binding as on the Union Pacific. Treasurer Wrobel then gave his report stating we had 414 members in August. Vice Local Chairman Larson followed with his report. He told the membership that the company is using Rule 1.6 liberally on investigations for yard and road alike. Also, all those in suburban territory should be careful because they are charging level five discipline for dishonesty for cash fare turn remittances not being turned in promptly. It seems that some members are usurping union officers and trying to negotiate regular jobs with managers changing days off and rescheduling relief jobs. Any and all negotiations made with the carrier must and should go through union officers or their appointed liaisons. He then spoke of total safety culture. A memorandum or proposal has been given to the carrier which spells out the locals stance on peer training for rules compliance. If accepted by the carrier, FTX testing as we know it would be eliminated. Yet the requirements set forth for this testing will be fulfilled. More information to follow. Legislative Rep. Blomgren then gave his report stating that we are still number one in the UTU/PAC Fund. He also read a letter received by President Paul C. Thompson from Presidential Candidate Hillary Rodham Clinton in which she expressed her appreciation on being endorsed by the UTU. This letter will be posted at all on duty location within the Proviso terminal for your viewing. Under New Business, we had nominations for Legislative and Alternative Legislative Representatives. We had only one nominee for each position. For Legislative Representative Brother Blomgren was nominated and for Alternative Legislative Representative Brother Dean Moose was nominated. Both members are running unopposed and will therefore re-assume their present positions. It will be made official at the November meeting. The union officers would like to thank all of you who phoned in your safety issues to the safety hot-line. Among other things, the lights in West Chicago have been fixed; brush and other debris has been removed at Elburn and Proviso yards; and the emergency lighting system at East Five has been at least partially installed.

SEPTEMBER

The meeting opened with guest speaker Mr. Gary Babiarz speaking to the membership on the importance of updating death benefits for obvious reasons. Check with MetLife and any other UTU insurance carrier that you may have to confirm that beneficiary information is up to date. We then had a moment of silence for UTU Brother Pat McGovern who recently passed away. Local Chairman Larson then gave his report in which he spoke about the recent international convention he attended. Among other things, elections were held for Vice Presidents and for other international officers. He reported that there was a lot of "housekeeping" - changes to the International's Constitution were voted on and made official. He also informed us how FMLA (Family Leave) is becoming a mess. It seems the carrier is mishandling the entire program. Legislative Rep Blomgren gave his report in which we were told that the UTU has officially come out in endorsement of Senator Hilary Clinton for the Presidency of the United States. We are still number one on the UTU PAC Fund and we would like to congratulate Local Chairman Larson for becoming a Dollar a Day contributor. Also it has come to the attention of many that once again the carrier has been harrassing injured employees. If this pertains to you or any one you know, please contact Local Chairman Larson or any officer of Local 577. It is once again time for local elections. This year it is for Legislative Representative and Alternative Legislative Representative. Nominations will be made at the October meeting and elections are to be held by ballot in November. Under Safety, once again complaints made by our local members, such as blocked view of the signal at the Mississippi Bridge, weeds at Elburn, etc etc, are not being attended to. We once again urge all members with safety issues to feel free to personally call the Safety Hotline - all phone numbers can be found in the timetable and special instructions.

AUGUST

The meeting opened with Treasurer Wrobel's report stating that we had 417 members in June, 507 members on the greenbar. Local Chairman Larson gave us his report in which he talked of the recent investigations he has had to deal with. A large majority of them were for obvious rule infractions. For example; getting on and off moving equipment, rule G violations, and no-shows for jobs. It is hard to defend local members when rule violations and infractions are made that are undefendable. He then talked about the oversight committee for the total safety culture. There will be teams made up of five members. There will be classroom training for all members. They will observe, attach, or asked to observe crews. They will go off a checklist and anonymously turn in the results of crews performances and rules broken. The company will in turn, do a blitz on these infractions to retrain all employees across the board. In theory it is a great idea. The specifics are still be worked out. At this time, guest speaker, Mr. Gary Babiarz of Hoey & Farina, brought up a recently discovered agreement dealing with off track vehicle injuries. In short, it states that if you are hurt in a company vehicle of any kind, you can collect up to 80% of your pay or $1000 per week for up to three years. This goes above and beyond workmans compensation. It is not subject to time limits at a national or local level. If you or anyone you know fits these conditions, contact Local Chairman Larson. Legislative Rep. Blomgren then gave his report stating that we were still number one in the U.T.U./P.A.C. Fund. Our congrats go out to VP Moose and Trustee Klingel for increasing their donations to Diamond Club status. Under New Business, everyone agrees that there is some confusion on the new form D's. This will be re-addressed and hopefully corrected. Under Safety First, once again no back-up/emergency lighting at East 5. Since repeated reports of safety issues are not being addressed, all members are strongly encouraged to personally call the safety hotline to report unsafe work conditions. Numbers may be found in the new local timetables and special instructions. The annual picnic is September 3rd and you are all invited. It is from 11 am until 6 pm with clowns and games for the kids from 1 pm until 4 pm. Food and beverages will be provided. It is being held at Busse Woods Grove 32, which is located at 290 and Biesterfield Road. Take Biesterfield Road East to the Bisner Road Access into the woods and look for signs to Grove 32.

JULY

The meeting opened with Bob Tinsley of the Jaeger Group informing the membership that the new homeland security cameras that have been installed and being used by the B.N.S.F. Railroad were recently used on an injury investigation. In other words, the injury had been taped and was used against a U.T.U. member who hurt himself by applying a handbrake. Though being fought in court for its admissability, the writing is on the wall, just as tape recorded radio transmissions can be used, this too will probably be found admissable. Be Warned! Treasurer Wrobel then gave his report stating we had 411 members in May 2007. Local Chairman Larson then presented his report. He stated that he wanted claims to keep coming; the more information, the better. On the proposed merger, the proposal to merge with the Sheet Metals Union is being supported by Cleveland. We would gain more political power; there would be more education benefits and since the Sheet Metal workers have no insurance, the U.T.U.I.A. would gain by providing insurance to them. There will be packets sent out for you to vote on the merger. Locally there would be no change to our Union, our Constitution, and the Local Officers. Nationally the U.T.U. would eventually move from Cleveland to Washington D.C.. As of July 1, 2007 there was a C.O.L.A. increaseof ten cents per hour or eighty cents per day which was offset by the insurance premium increase. On absenteeism, if you have a problem laying off, even though you invoke Rule 98, call Dean Cook at (708) 649-1558. If you need to, keep all documentation to support your layoffs. Local Chairman Larson informed us at this time that R.C.O.'s would be going to Global 2 either on July 16th or July 17th. Make sure all of you involved follow the rules to the letter. Legislative Rep. Blomgren then gave his report. Once again we are number one in the U.T.U./P.A.C. Fund. He also informed us that H.R. 2095 passed with some conditions. Limbo time will be limited per month, per employee, and slowly over the next three years eliminated. Under New Business, it was brought to our attention that the mileage for roadmen who go to commercial is inconsistant and inaccurate. We were also informed of the problems with cabs and deadheading from outlying points. This is causing employees not to be rested for their turns. Last but not least it seems while in route in cabs, crews with time left are being pulled out of deadhead to dog catch trains and not being removed from deadhead and put back on duty. All of these points will be attended to by Local Chairman Larson. Under Safety, the lights on the J Curve are still out. Unsafe crew change point at Findley Road needs to be addressd (single lane road when cabs stop cause traffic problems). Weeds and overgrowth at Elburn (parking lot), signals at Global 3, and the approach signal on the Mississippi Bridge all will be addressed. If you do not see any of these conditions change, we request any and all members to call the Safety Hotline. We must all do what we can to make the Carrier attend to the safety issues.

JUNE

Treasurer Wrobel opened the meeting with his report stating that we had 396 members in April. Local Chairman Larson gave us his report. He wanted to reiterate that the regional meeting in Kansas City, Missouri was scheduled for June 11, 2007 through June 13, 2007. He also informed us that unemployment through railroad retirement has gone up to $59.00 per week. It seems the discipline policy has once again been officially updated by the U.P. Railroad. The problem is nobody has been notified officially, nor can anyone find copies of this new policy. Obviously we will be keep you informed of all updates. At West Chicago, Illinois conductors and utility men throwing switches from the E.J.E. to the I.C. Railroads should be aware that this is penalty claim. You are working outside of your limits - put in the claim. Under investigations, it seems that there is an increase in Rule G violations. In the hot weather, a lot of us enjoy a cold one - DO NOT put your job in jeopardy - to protect yourself, refuse calls if necessary or layoff. You may even invoke Operation Redblock. Under attendance, if you take family leave, you must be aware that the company is still using up your personal and/or vacation days while you are in this status. It is not legal - we are fighting it; but in the meantime, submit claims and documentation to the Local so that we may forward them for processing. Legislative Rep. Blomgren then gave his report in which he spoke about moving beyond congestion. The Illinois House Mass Transit Committee approved a $452 Million Dollar Transit Operation Funding Proposal. This proposal will be going to the State House shortly to be voted upon. If interested in the outcome, you may look it up at www.movingbeyondcongestion.com. Also, HR2095 Federal Safety Improvement Act of 2007 will be coming out for a vote this month. This may also be looked up at the U.T.U. National website. We are still Number One in the U.T.U. Pac Fund. We would like to thank all members of Local 577 who have helped with their recent generosity to continue to support the U.T.U.'s legislative agenda. President McNamara then read a letter he received from the Chicago Federation of Labor requesting a representative from our local to assist in the planning of the presidential forum that they are going to hold which will highlight all presidential candidates. It has been decided that President McNamara shall represent us. The matter of a dues increase was then brought to the membership and a vote was held. A fifty one cent dues increase (for our affiliation with the A.F.L.-C.I.O.) passed unanimously among the membership present.We had an open discussion on vacations. As far as we know, you need 2400 miles or 180 plus starts to qualify for vacation. Some of our brothers were also inquiring about recent jobs being annulled in the yard because senior conductors basically follow all of the rules. It seems that because of this, trains do not make it back to the yard in what the company feels is a timely fashion. Apparently there is not a choice that will satisfy the company. There is also some recent controversy in regards to safety reports in the yard dealing with the causes of derailments and injuries. The Union should have some kind of ability to oversee these reports for their accuracy. Under Safety, the lights on the bike path of the J Curve in West Chicago are still burnt out. This has been reported for over two months and nothing has been done to resolve the problem. Due to the July 4th holiday, the regular monthly meeting falling on July 4th has been rescheduled for Wednesday,July 11,2007.

MAY

Due to Treasurer Wrobel's recent vacation, the meeting opened with Local Chairman Larson's report. He discussed claim forms in general. We are going to create blank forms for members to utilize as a format for filing claims.Until we complete this task, examples may be found on the 577 website at UTULocal577.org. Click links on the national website and search out Awards and Agreements and there you may find previously paid claims to see how they were worded. Again he stressed the importance of being professional. We must do our jobs and get along with our coworkers.
Under Communications, Legislative Representative Blomgren gave his report, in which he stated the importance of HR2095 which has to do with Limbo Time. It is important that all members contact their Congressman to help insure this bill is passed. We are still Number One in the UTU Pac Fund. He then addressed a letter he received which stated that RTA, CTA, Pace and Metra have all admitted to and are expecting serious financial shortfalls. This led to an open discussion concerning the problems members are having in passenger service. It seems that the Carrier is running more cars on trains without adding swingmen making it near impossible to collect fares; dispatchers are running trains on middle tracks causing passengers to get on and off on live track. At the same time, members are being told to leave passengers behind. Possible solutions brought up by members, other than more swingmen, include collecting and checking tickets on platform and raising penalty fares. Mixed signals are being given to our membership regarding safety as well as the professionalism in which they should treat the public. Local Chairman Larson said he would look into these allegations and try to come up with answers and solutions.
Under Unfinished Business, the UTU/PAC Gold Club Members chosen to attend the convention have all declined. Due to time restraints there will not be another drawing.
Under New Business, the issue of 3 hour/2 hour calls on the Proviso Yard Extra Board was addressed. Our contract specifically states all calls shall be three (3) hours. If you are called for a job with a two (2) hour call window, you have two choices: show up late for the job or three hours later or notify the person behind you on the extra board that he has a claim for being run around. If any yardmen have any questions, contact Local Chairman Larson, President McNamara, or Secretary Prochaska for further explanations. Just recently the U.P.R.R. won a Board Award in Texas in which layoff time while either on a pool turn or the extra board was deemed continuous time if there was not a start in between. The U.P. has applied this victory across the board to all guarantees. Be Warned & Be Aware. If you layoff twice in the half and do not have a start in between, the Carrier will take all your guarantee. Should this happen or if this applies to you, make your claims. Once again that is all we can do. They will be processed.
DUES: Per our constitution there has to be a vote at a regular meeting by members present for dues to be raised. The recent announcement posted around designated starting points claiming that there is going to be a dues increase is erroneous. However, due to our recent re-affiliation with the Chicago Federation of Labor, we as members must pay them fifty one cents per month per member to be affiliated. It was proposed that this fee be passed on as a dues increase to the membership. A vote addressing this issue will be held at the June 6, 2007 meeting. We encourage ALL members to attend this meeting and share their opinions, suggestions, and any comments concerning this issue and vote accordingly. Because of our present re-affiliation and our By-laws, Vice President D. Moose appointed Brother C. Damien and Brother R. Gramkowski to fill the two vacant representative slots.
It seems the Carrier is requiring all layoffs to be approved by local managers, whether they be for sickness of oneself or family or that of a personal nature. According to our contract, all we are required to do is to inform the Carrier with proper notice that we are sick, have sickness in family, etc. and that we will not be able to make our assignment. If you have problems laying off you may contact the Northern Shift Manager at (402) 591-3801.
Under Safety, once again, in Geneva the South track Eastbound, passengers are running across gates to board trains. Dispatchers are running passenger trains on the center track where obviously passengers must load and unload on live track.

APRIL

The meeting opened with Treasurer Wrobel's report stating that we had 402 members in good standing in February. Local Chairman Larson followed with his report in which he emphasized the importance that we must be professional and responsible when dealing with our responsibilities and tasks in order to be respected by the carrier. He then presented the interim agreement that has been appoved for the new run from Rochelle to Fort Madison; highlights of which are as follows: 1) the home terminal will be in Rochelle 2) pay will be based on the pre-96 C.N.W. rate of pay 3) there will be four pool and one extra board assignments. Bids are out and at this writing should have already been filled. For any additional information or specific details you may call Local Chairman Larson. Guest Speaker Bob Tinsley of the Yager Group spoke about personal injury reports. Injuries must be proven. Negligence of the Carrier must be proven. In order to process any claim, an accurate P.I.Report must be filled out and filed in a timely manner. If injured or hurt and you need help, contact any officer of Local 577 for the phone number and/or help to contact an attorney. Under Communication, Legal Representative Blomgren spoke to us about Limbo Time which was featured on the U.T.U. website. In general, there is new legislation being proposed to adjust it. Refer to the U.T.U. website for further information. Also, once again we are proud to announce we are still number one in the U.T.U./PAC Fund. Under Unfinished Business, the drawing was held for the U.T.U./PAC Gold Member to be the guest of Local 577 at the next convention which this year is in Kansas City, Missouri. The winners are as follows: the winner is J. Bianchi; first runner up is M. Rosebrough; second runner up is J. Smallwood. Under New Business, there was an open discussion on how employees/U.T.U. members can report other members/brothers to the company for additional training when it is obvious that their "skills" or "work responsibilities" are lacking. Call the Training Center to refer for further training. If you do this, no one will be held accountable or disciplined. It was then brought up that certain members of our local have been manipulating the boards, the callers and the system in order to work more at the cost of other local members. The time has come that we as a local must "police" the boards. Volunteers will be sought out to monitor this activity and report when necessary directly to the callers. They will be known by membership and the carrier. President McNamara then spoke to us of a letter he received from the A.F.L./C.I.O. stating that representatives will be needed from our local due to our recent reaffiliation with them. Per our Constitution, the following was decided: President McNamara, Legislative Rep. Blomgren and Vice President Moose will fill the first three slots. Vice President Moose will appoint local members to fill the remaining two slots for a total of five. We then talked about F.T.X. failures. They can be appealed to J. Barr. There has been a recent surge of irrational tests as well as improper rule interpretations by local managers. If this pertains to you, again contact any local officer and it will be attended to. Under Safety First, at West Chicago there have been problems reported with the lights on the E.J.E. curve by the bike path through the yard. At Clinton, the crew change point path to trackside needs to be stoned, graded and in general made walkable.

MARCH

The meeting opened with Treasurer Wrobel's report stating we had 399 members in good standing.Local Chairman Larson gave his report, once again stating the importance of attendance and submitting claims with proper info. He spoke about the Rules Exams. To check if yours is needed, call the training center at (708) 649-5136. We are allowed three days O.S. claims for time in classroom, day before and day after to be rested. Also, deadhead, mileage, and tolls. Under Communications, the General Chairman is currently negotiating with the U.P. for a new interdivisional run from Rochelle to Fort Madison. This includes home terminals, pool services, boards, etc. - will keep you posted. Legislative Rep. Blomgren gave his report stating that as of January 2007 we are still number one in the U.T.U./P.A.C. fund. He informed us that U.T.U. members can attend the National Labor College at a reduced rate since our reaffiliation with the A.F.L.-C.I.O. We then had an open discussion dealing with the responsibilities and the ways and means of dealing with C.M.S. Under New Business, Brother Lapinskis brought up the notion of our local awarding members with active status and in good standing with merchandise (hats, t-shirts, jackets, etc.). The idea will be discussed in more detail by the union officers.

FEBRUARY

We opened withTreasurer Wrobel's report stating we had 412 members in January. Local Chairman Larson before presenting his report wanted every member to know that he is available 24/7 within reason. Most importantly he will get back to any member with problems or concerns in a timely fashion. His report contained the following information: absenteeism is being pushed by the company, and while the validity of their policies are in doubt they plan to enforce them. Local Chairman Larson has processed all claims in his possession but he needs more info. Examples: what you were actually paid, copies of T.C.S. of boards, work histories, status of others causing claims, train markups, etc. By the time he processes claims, most of this info is cycled out of the system. Pull up all supporting info for claims and submit it with your cut slips to him at one time. In regards to the contract with the carrier, a letter was received from Paul Thompson. In it, the following differences were noted:

INSURANCE COSTS:

U.T.U. Proposal:

1) Cap of 15% - saving company 184 million dollars
2) Cap of 17.5% - saving company an additional 50 million dollars

Carrier Proposal:

1) $165.00 - saving company 150 million dollars

The insurance caps and pricing are directly reflected in the following U.T.U. and Carrier salary increases through 2009:

U.T.U. Proposed Pay Increases:

4 1/2% from 07/05 until 07/08 including retroactive back pay 5% for 07/09

Carrier's Proposed Pay Increases:

2 1/2% for 07/05, 3% for 07/06, 3% for 07/07, 3 1/2% for 07/08 and 4% for 07/09.

Negotiations are continuing. All will be kept posted. Under Communications, Legislative Rep. Blomgren took the floor to address a few topics. The Illinois Railroad Medical Treatment Act was shot down at the Federal level primarily due to the lobbying of the N.S. Railroad. Although the Illinois State Act was denied, we are lobbying for a Federal version, also legislation is due in Congress dealing with fatigue. We will keep all of you posted. President McNamara brought to the membership's attention a story found on the U.T.U. website which in short states that if the Canadian members of the U.T.U. strike against C.N. Railroad, trains will be operated by C.N. managers and members of other crafts. He also reaffirmed the importance of U.T.U./P.A.C. (TPEL). It is common practice for all officers to be gold members. Under unfinished business the members decided that it would be a good idea to add a member to the local committee of adjustment to act as an advisor to help with the unique issues at Rochelle. Brother K. Pinske was suggested. A motion to appoint was proposed by Pres. McNamara with a floor vote to decide. A motion was made by L.C. Larson and seconded by Brother Thoreson. It was then voted on and passes unanimously by membership present. At this time there was an open discussion on claims. It seems the carrier is denying all including extra board guarantees, vacation days, markers, meal periods, deadhead, etc. in direct violation of agreements. ....when confronted by several members, time keeping explained there was a glitch in the system, claims were made under different agreements, membership didn't qualify, etc. This points back to L.C. Larson's report on claims. You must process and follow through on your rightfully guaranteed and contractual compensation or the carrier will not pay. It is your money. Local Chairman Larson will follow up with time keeping but they will do what they will and have done. What will you do? Vice Local Chairman Beltz reported to the membership that he had been approached by the B.L.E. in Clinton about splitting the costs to install a glass announcement case at the hotel. It seems the one at the Clinton yard office is for "the Clinton locals only". Vice Local Chairman Beltz will follow through with the hotel, the carrier, and explore costs. Local Chairman Larson will found out more about the display boards at the Clinton yard office. Under New Business, there will be a drawing made for a gold club member and his significant other to attend the convention in Kansas City, Missouri from June 11th through the 13th. The Union will pay for mileage, one committee day, all hotel and registration fees for the winning member. If you are not a gold club member, please register if you wish to be included in this drawing. We will draw for a winner and two alternatives

JANUARY

The meeting opened with Treasurer Wrobel's report stating we had 412 members in good standing. Guest speaker Mr. Bob Tinsley of the Yaeger Group spoke of the importance of reporting unsafe working conditions. It is our responsibility as well as the company's to improve these conditions; but if the company does nothing, these reports will prove liability in case of accidents. President McNamara then read a letter from Chairman Reedy concerning the attendance policy. In his letter to the U.P. Mr. Reedy quoted and gave examples of policies that were in direct contradiction of our Union's long standing agreements. He asks the U.P. to meet with him in order to discuss these discrepancies. Regarding the free hearing tests being offered at certain locations by the U.P., in order to receive these tests you are asked to sign a waiver. By signing this waiver, you give the company the right to obtain ALL of your medical records/history. Legal Rep. Blomgren reported that a piece of legislation just passed adding $400.00 to the top end of the disability cap. Please inform any and all members you may know that are out on disability of this new legislation. The Rapid Response information is still needed from some of our members who have not yet volunteered it. Contact Brother Blomgren if this pertains to you. We need to push for an increase in our TPEL contributions. Our number one rating is being challenged by a local at B.R.C.. At this time we suspeneded our order of business to elect a Trustee. The winner was Brother Klinger. Congratulations and welcome aboard. On November 20, 2006, a letter was received concerning reaffiliation with the Chicago Federation of Labor (A.F.L. and C.I.O.). It would cost roughly fifty cents per member. It was decided to have a floor vote. All members voted unanimously on reaffiliation. For more info, see the website www.ilafl-cio.org. It is all about legislation. We always can use more help.

DECEMBER

Once again we opened with treasurer Wrobels report stating we had 425 members.Trustee Olson has retired.CONGRATULATIONS and THANK YOU for all you have done for the local. His office was declared vacant by President McNamara.Nominations were taken at this meeting and will be taken again at the Jan. meeting a floor vote will follow to fill vacancy.At this time Mr.Van Bree of Hoey and Farina spoke about the carriers policy of starving out employees involved in injury settlements .excepting light duty,or cash advances of any kind ultimately hurt cases.All members should consider disability ins.Again all business was suspended to deal with run off elections.

NOVEMBER

This meeting was opened with a moment of silence for passed brother Joel Heldt.Lets all remember him and his family......Tres. Wrobel gave his report stating we had 520 members.At this time a brass lantern was presented to retiring Local Chairman Bertolani by treasurer Wrobel on behalf of local 577 for his years of service.Presidant McNamara gave a brief history of Al's carrier and all his contributions to the local {it lasted about 1:30 hours and that was brief!!!!!} we all thank you Brother Bertolani for all you have done to help improve our local,the work conditions we must deal with daily, as well as are lives.And of course we hope you enjoy retirement.There was a floor vote and it was decided to change our meeting place to Perrys Pizza Joynt 39w.North Ave.All normal business was suspended to allow time for elections.

OCTOBER

The meeting was opened by Treasurer Wrobel who stated we had 427 members in good standing, 4 new. L. C. Bertolani read circular 11 which includes the following changes to U.P. policies.1 Expanded drug testing {more prescription drugs} 2. Changes to discipline policies {no more behavior modification} and 3.light duty polocies. Also L.C.Wells of 528 and L.C. Bertolani of 577sent out a joint letter to reconvene the oversight committee on remote control operations. A certified letter was received back from the carrier wanting to know the concerns that the union had. Both Local Chairman will follow up..... At this time we had an open discussion from the floor about the forcing of roadman training as eng. to the cond. extra board without notice, in the middle of their training. Carrier’s position is that there is a manpower shortage out west due to main line construction. Guest Speaker Bob Tinsley addressed the issue of the limits on claims. It is three years for work related conditions/low impact injuries such as carpal tunnel, hearing loss, back strain, etc. Therefore work with your doctor or healthcare professional ASAP on all work related conditions/injuries.

Under Safety First:
Recently there was a power outage and the lights went out at E-5. There was no emergency back-up lights. All back-up systems should be checked around the yard.

SEPTEMBER

Our meeting was opened with a moment of silence for deceased brother Al Baumann.

Treasurer Wrobel stated we had 421 active members and 11 new members.

L.C. Bertolani spoke about layoffs and excessive attendance violations. He needs everyone to understand how tough it is to defend one of our local members when they violate the U.P. policies. In the yard, the contract reads all extra board calls are three hours. We have bent the policy and allowed the carrier to give two-hour calls on extra jobs. If we want to change the board, we would have to get a hold of the general chairman to negotiate two-hour calls across the board because the carrier would fight us on going back to three hours. There is still a problem with switches being run at Rochelle. Members must follow the rules, clear their zones and secure their lineups prior to yard switching. At the convention in Ashville, it was brought up that the remote control engines/boxes are not set up for industry work. The software automatically goes to the 8th notch to maintain speeds. There will be an oversight committee set up in the yard to monitor and work on this problem.

New Business: Trip rates are still not right from Clinton to the City. All members should put in time slips for differences in mileage and report problems to their Union Representatives. It has been reported that the new yard office at Clinton will be five to eight miles further. Moving the yard office should have been negotiated with the Union. We could claim four hours on top of a days pay??? Trip rates should be adjusted. The U.P. should have served notice of some sort. L.C. Bertolani will look into this matter.

At this time, Mr. Frank VanBree of Hoey & Farina spoke of the necessity of informing our families of what to do in case of injury and/or death at work. They must call legal representatives immediately to get for example, protective orders to keep conditions in the yard and with the equipment involved unchanged until it can be inspected by the FRA, defense lawyers, etc. This is just one example of the many conditions and reasons that outside legal counsel should be notified.

At this time, President McNamara read the United Transportation Union Special Circular No. 25 - Subject: 2006 Elections of Delegates, Alternate Delegates and Local Committees of Adjustment; General Chairperson Mail Referendum Election - Under the provisions of Article 57 of the Constitution, elections of Delegates, Alternate Delegate and Local Committees of Adjustment will be held by all Locals in November, 2006.

Safety First: Lights in Yard 9 and the East end of Yards 2 & 4 need to be checked. Burned out lights at East 5. Iceboxes instead of fridges. There must be a working fridge/icebox in consist. Iceboxes with plugged drainage, which cause water leaks on the floor of the engines, must be reported on the Safety Hot-line.


AUGUST

Treasurer Wrobel who stated we had 427 active members opened our meeting.
New Business: There was a discussion to change the call time on the yard extra-board to 2 hours for all jobs or to negotiate a first in first out system. Some would like to see the board capped and younger men forced to hold reg. jobs. There was a request to bring information and union representatives out to Clinton on a regular basis to keep our road brothers informed and concerns regarding road conditions. One fourth to one third of our membership is on the road at any time and their time at home with family should not be compromised.

Safety First: Air conditioners at East Five, second at Elburn the weeds and bushes at the exit need to be cut, and third, the West bound signal at the Mississippi bridge on the island is blocked by a tree. Secretary Prochaska will call safety hot-line on all three issues.

JULY

Our meeting was opened by our guest speakers, Treasurer Wrobell, Legal Rep Blomgren, Trustees Hanson and Grabowski V.L.C. Larson and Hilko, who were here to tell us about a recent supreme court case involving the U.P. and a Conductor out of Denver who got hurt. It seems that the U.P. was "missing" some reports when they presented their case. Luckily a crew member had made copies of these reports. In trial, it proved devastating to the carriers case. The conductor was awarded 6 million. IT shows the importance of maintaining and keeping ALL trip paperwork.....

Pres McNamara then presented the treasurers report stating we had 505 members. He also then told us that he plans to work with the carrier locally to improve the walkway conditions in the yards per the new Illinois State Laws.

Unfinished Business:
Brother Weinblatt informed us he could not make the convention and because he was the alternate, no TPEL member will be going. Time does not allow for another drawing.

Trustee Olson, who attended the info conferance given by the railroad retirement board, informed us on how very informative and well put together it was. He highly recommeds it to any members who are nearing and/or planning on retiring.

Safety First :

The consistant runouts on Belt tracks in the hump yard was discussed as well as possible cures to the problem.

JUNE

Junes meeting started with treasurer Wrobels report, we have 428 members. Chairman Bertolani then spoke about FTX testing, The UP policies and our Unions recourse. Three FTX failures for the same offense in twenty-four months are grounds for termination. Failure of two cardinal safety rules and employee goes into the discipline system. The Union cannot challenge FTX testing until it gets to the discipline system {the above conditions}. The company sees FTX failures as free passes. Work accordingly, follow the rules. Under communications, from State Legislative Director Joe Szabo, Federal Reg.state it is unlawful to use Engines in lead position that have bad order or non-compliant toilets. If you have a B.O. toilet request to switch it out, preferably over the radio. If refused, write up all pertinent facts. Include, the date, location, loco #, train ID, name of supervisor, witnesses and picture if possible. It is a violation of cfr 229.137.Turn this in to a local rep so we can forward it to State Director Szabo.Under unfinished business, the motion to amend sect.3 of the local by-laws from the May meeting was changed to include the line "Dependent on attendance at regular monthly meetings”. An open discussion followed on the need for an increase in compensation for union officers, there has not been an increase in at least 10 years. Ballots were handed out to members present and a vote was held. The final tally was 14-1 in favor effective 07-01-06.

MAY

Treasure Wrobel opened the meeting in which he stated we had 450 members. Local Chairman Bertolani spoke about the U.P. attendance policy. In short we cannot challenge this policy so when laying off sick or sickness in family get all documentation possible i.e.doctors notes,records of reoccurring illnesses,any info down to prescription records to show legitimacy of lay-off especially during weekends and holidays. Cover yourself and those you love. Under Communications State Legal Rep.Szabo sent out a letter asking all members to feel free to view the state web page at www.illini.utu.org and to sign up for the Rapid Response Program. Once registered you will be automatically updated on all changes in state laws that effect rails. For info contact Local Rep Blomgren. We had a raffle of TPEL Gold Members to attend the upcoming convention Brother Seggeman was the winner and Brother Weinblatt was runner up. An election was held to replace former Trustee Hauser per our by-laws. The nominees were Brothers T.Olsen, J.Klingell,and M.Beltz. The winner was Brother Olsen who was sworn in by Pres McNamara. There was a motion to change salaries of officers,once again per our by-laws,with an open discussion and vote to be held at the June meeting. Under New Business there was a discussion to once again combine the summer picnic with the 528 and with the success of last years event it was overwhelmingly agreed on.

APRIL

Mr.B .Tinsley from the law offices of YAEGER,JUNGBAUER & BARCZAK spoke of the importance of accurate personal injury reports because in F.E.L.A . cases that is what all settlements are based on.At the international level the vote to amend the UTU constitution and eliminate officers was passed.Now there is talk to hold a special conference to do this and at the same time change the constitution to have our int.officers held more responsible.Great idea but as it was pointed out, at the local meeting, a special conference costs money.Why not do it at the regular convention?locally FTX testing is a part of our work environment.Let's do are jobs correctly and safely.we also discussed the UTU lawsuit concerning FELA bargaining and crew consist.This info was all addressed in the UTU monthly newsletter. JANUARY, FEBRUARY, MARCH 2006

Remember if you will and take a moment for the following past members F.EAGEN,T.J.HARDEY,MANO D. SMITH, K.KNUDSON,R.ANDERSON AND JAMES MILES all are best to their families.For all members,road and yard,The UTU challenged the carriers position on family leave.The courts found that family leave cannot violate existing contracts.In other words if family leave is granted and taken the carrier cannot take vacation or personnel days away from you.If it has been done,put in penalty claims.This ruling can still be challenged in court.The fax,phone and write in campaign to the national mediation board concerning the idea of releasing the UTU & BLE from the national negotiations process was a success.We are still in.Jobs,safety, and retirement benefits lost by one-man road crews far out weighs any benefits realized by the carrier.If released from the negotiation process the carrier could impose their will and our opposition would be heard by a government mediator "Bushs Boys" and you can guess the rest....This years regional meeting will be held at Asheville,N.C.,Aug .22-24,2006 as you probably read in the UTU news.Once again there will be a drawing for a member and his or her significant other to attend on the local.To be considered for the drawing you must be a tpel gold member or higher..Good Luck !!!!.Auto rates have been reestablished at 44.5 cents per mile.We received a letter of thanks from the UPRR "FRIENDS TO FRIENDS" Katrina hurricane relief fund for our locals $600.00 donation.On safety,please address all concerns to the safety hot line so they will be on record.I,Frank Prochaska, apologize to all members for the delay in information to the website.The transition in becoming secretary,our work schedule,and communication problems(blew up my hard drive)have all been resolved.

DECEMBER 2005

This months meeting was opened with Legislative Rep. Bob Blomgrens report in which he stated that we are still #1 in the state of IL for monthly contributions to UTU-PAC. We still have room for improvement and if you are interested in contributing, the enrollment form can be found on this web site. Bob also mentioned that Amtrak is still struggling and we need to keep the heat on Washington so our interests are still heard. The UTU International is asking it's delegates to pass a $5.00 dues increase to help cover the cost of living. This would be the first Intl. dues increase in several years. L.C. Bertolani said that the Co. is still coming down hard on attendance. Swearing in of our new officers took place. As of January 1st our new officers, President McNamara, Vice President Moose, Secretary prochaska and Trustees Gramkowski and Hauser take office.

NOVEMBER 2005

This months meeting was opened with a moment of silence for past member Pete Resetar. We had a guest from the Hoey and Farina Lawfirm, Frank Van Bree who discused the porper wording for on the job accidents that were caused by acts of nature. He also explained the differences between Workmans comp. and FELA. There was also a raffle for several $15 gift cards to help with this holiday seasons festivities. Treasurer Wrobel mentioned in his report that we now have 453 members as of August. With a suspension of the normal order of business, election ballots were tallied and this was the results:

Vacation bids for the calendar year 2006 are now being accepted. Please use the TCS function "sw use request2006 vacation" to print out a hard copy form. Once completed, mail, fax or drop off this copy to the local chairman by December 1, 2005. You can drop off your request at the diesel ramp computer room UTU 577 claim box. It is also suggested that you use the TCS function "=MC" option #6 to fill out a duplicate request to be sure the local receives your request promptly.

The 2006 UTU timebooks are available from the Secretary and Local Chairman. Those who need a time book should contact a local officer to obtain one.

OCTOBER 2005

This month's meeting was opened with Treasurer Wrobel's report in which he stated that we now have 443 members as of August. L.R. Blomgren stated in his report that a new law will take effect January 1st allowing you to go to your choice of doctor in the event that you are injured on the job. No longer will you be forced to see the Company Doctor over yours. He also mentioned that we are still #1 in UTU-PAC contributions in IL. L.C. Bretolani presented his report mentioning that the Co. is coming down hard on absenteeism and is following its policy protocol to the T. They are conducting investigations and begining to pull its employees onto the carpet. Remember, we are not part time employees and you must adhere to this policy. A motion was floored asking the local to send $600 to the UPRR "Friends of the Friends" relief fund for hurricane Katrina sufferers. This motion was made by Br. Hauser and seconded by Br. Kasten and passed the floor. The UP will match these funds and will make our contribution $1,200!!

SEPTEMBER 2005

Local 577 reported that we now have 456 members as of July. President Reppe personally thanked all those members who helped make this year's picnic such a great success! Legislative Rep. Bob Blomgren thanked those who have contributed to the UTU-PAC, making recent bills into law making this industry a safer place to work. Please contact Bob if you would like to help by contributing to UTU-PAC or would like to subscribe to the "Rapid Response" email notification for late breaking legislative news. Trustee Olsen made a motion for Local 577 to contribute $600.00 to the Katrina Relief Fund. This motion was seconded by Brother Gage and passed the floor. Nominations were accepted for this year's election of local officers. For the office of President: V.P. Lindberg was nominated by President Reppe. For the office of Vice-President: Paul Gage was nominated by Br. Prochaska. For the office of Secretary: Kenneth Larson was nominated by Br. Prochaska and Br. Prochaska was nominated by Secy. Larson. For the office of Treasurer: Warren Wrobel was nominated by Trustee Olson. For the offices of Trustee: Thomas Olsen was nominated by V.L.C McNamara, Br. Cesar Damion was nominated by Br. Briolat, Kevin Hauser was nominated by Br. Ponce. This concluded this month's nominations. Final nominations will again be opened at next month's meeting on October 5th. All nominations must be made in person at this meeting or by mail with the signatures of 5 members in good standing and returned to the Secretary no later than October 5th. AUGUST 2005

This month Treasurer Wrobel reported that we now have 431 members as of June. L.C. Bertolani reported that the Co. is out field testing on the suburban division and we all need to keep on our toes and not make it easy for them. V.L.C. Hilko will be polling the membership to see if the idea of 8 hrs. undisturbed rest at your away from home terminal would be welcomed. As it stands now you have 10 hrs. UD rest and this would greatly reduce your time away from home. Circular letter @24 was read by President Reppe informing the officers of the upcoming election this November for the following offices: President, Vice-President, Secretary, Treasurer and the Board of Trustees. Those interested in running for union office needs to present a nomination petition with the signiturs of at least 5 eligable voters and returned to the Secretary no later than the October meeting. You may also nominate a member at the September and October regular meetings. At the close of the Oct. meet., nominations will be closed and election ballots will be mailed out and elections are to be held at the November meeting. If you have any questions, contact the Secretary. This years family picnic will be held on Labor day at Busse Woods in Schaumberg grove #32. Please see the map and notices posted here and at your on duty locations. L.C. Bertolani appointed two new Vice-Local Chairman to help with the duties of the local. Kevin Hilko and Kenneth Larson now may be contacted in the event that the L.C. is unavailable.

JULY 2005

This month, Treasurer Wrobel announced that we have 438 members as of May, 2005. L.C. Bertolani stated that there have been a lot of investigations lately. Attendance seems to be the number one violation. Al also said that the Co. is screwing up the road conductors pay and he will take this issue up with the General Chairman to get this resolved quickly. L.R. Blomgren mentioned that the Bi;; 2449 has officialy passed into law and he and IL Leg. Dir. Sczabo would like to personally that all who worked to make this happen. THANK YOU!!! Bob also went on to review the 2005 drug and alchohol standards and also said that the NTSB is recomending the FRA to come out with a standard for on the job cel phone use. 577 is still #1 in monthly contributions to UTU-PAC.......Way to go!!! Brother Hauser wanted us to know that Global one has opened its parking lot to the Chicago Police and they are ticketing anyone parked there who does not have a UP Global One parking sticker. This is to be taken up with Intermodal Director Bishop. Another question for the officers was what is the official speed limit in Proviso??? Many signs contradict themselves and we need to know this so that we may keep our members safe in the cabs and in managers vehicles.

JUNE 2005

This months meeting was opened with a moment of silence for past member Richard Miller. Treasurer Wrobel stated that we have 434 members as of May. Leg. Rep. Blomgren informed us that Bill 2449 has now became law. Thanks to everyone who called their Congressman and Representative. And a special thanks to all those who contributed to UTU-PAC. Local Chairman Bertolani read several circular letters from the General Chairman covering several topics. One inportant topic was that the UTU is going to hold an "A-Card" ballot for union representation on the Union Pacific. Members will have to vote to allow the UTU to represent ALL employees on the UP. There will be a Railroad Retirement Seminar held on 6/9/05 and anyone wishing to attend should contact a local officer for more details.

MAY 2005

Visiting guests were Bob Tinsley and Phil Romanchuk of the Yeager Lawfirm. They discussed the importance of reporting unsafe conditions around the work place to the safety hotline. What this does is it creates a paper trail to help you or your co-workers in the event of an accident due to those unsafe conditions. Also you need to find the underlying factor that caused your accident when you report it to the company. Treasurers report stated that we now have 434 members as of March. L.C. Bertolani went over the new mark-up and rest agreement. President Reppe mentioned that there will be a Railroad Retirement Board conference on 5/14/05 in Elgin. Please contact your local officers for more details. Brother Jerry Smallwood won the 5th annual UTU-PAC Gold club drawing for a trip to Anchorage, Alaska!!! Congrats Jerry and to all who donated money to UTU-PAC (former TPEL).

March 2005

Our guest was Bob Tinsley of the Yaeger lawfirm. He said to report hazards in the yard to the safety hotline to start a paper trail. This may help your case or others in the event of an on the job injury. When filling out an accident report, think of it as an unsafe conditions report and find the underlying factor that caused the injury/accident.

Bob Eggert from the RR Retirement Board was on hand to answer questions. Please contact his office for retirement updates and quotes.

L.C. bertolani said that trip rates went into effect the 2nd half of Feb. Contact him if the numbers are not adding up on your check, not the computer. Be careful out there the Co. is out hard with FTX's. Don't make it easy on them!

Trip rates are to take effect the 2nd half of Feb. here is a brief (very brief) break down.

$157.45 for breakman, 167.90 for conductor. Add to that $38.49 for pre '96 men and $10.75 for post '96 men.

OT is a little tricky and pre '96 men go on OT after 8hr, 7min. Post '96 men go on OT after 8hr.6min.

Local 528 contacted 577 to talk about a joint picnic this year on Labor Day. The menbers present agreed to look into the matter in more detail with them.

Our guest was Gary Babiarz, from Hoey & Farina lawfirm. The main discussion was how to properly prepare an accident report for the company.


January 2005

Thomas Gilmore, investigator from the lawfirm Callis, Papa, jackstandt, Szewczyk, Rongey & Danzinger, P.C. explained how to properly fill out an accident report and the importance of designated legal council.

Blomgren told us that 577 is #1 in monthly contributions again with over $1,000 in contributions! Thanks go out to everyone who helped.

Bertolani said he got a new meal agreement to several Metra jobs. To qualify the job must work over 8 hrs and have less than one hour break.

Several questions were brought up.
Q: Do we have to call out lineside signals over the radio?
A: No, not while you are on the Geneva in suburban territory.

Q: Is it a penalty claim if we see Company officers performing the duties of brakeman?
A: Yes, you need to have the name of the officer, the task performed and time. You also need to have a copy of the board to see who was first out after midnight because that is who gets the claim. Remember the more information the better.

Q: Is it a penalty claim if you are not furnished a locker at work?
A: Yes, But first you must be denied one by the company. You have to call the Ad. building and talk to the Secretary. If you are refused one then you have a claim.


December 2004

Trip rates are coming! Trip rates: Post 96 rates are $163.11 for 131 miles. This does not include the crew consist money either. Pre-96 rates are $200.48. UP wants to offset O.T. to 8 hoursand 7 minutes. UTU is fighting this practice. Rates could go into effect as early as 12/16/04.
